James A. Cathcart, PE, F. ASCE, a national technical manager for global design and consultancy firm Arcadis, has been named a Fellow by the ASCE Board of Direction.

Cathcart has more than 38 years of experience in the planning and design of infrastructure projects in California. He managed design and construction oversight of one of the early recycled-water distribution projects in California, and has provided expert-witness services on water system design and hydraulic modeling. For 10 years he served as president of a southern California water and wastewater engineering firm, which he and two partners founded, before the firm was acquired by a national engineering company.

He has been professionally active in ASCE and other national and local professional associations. He is the co-author of two manuals of practice, has participated in developing recycled-water management and indirect-potable reuse standards for American Water Works Association, and is a peer reviewer for AWWA Journal. He has also published and presented several papers on water and recycled-water infrastructure design.
