Terrence Moy, P.E., F.ASCE, is department manager for Program Management and Engineering at the Clayton County Water Authority (CCWA) in Atlanta, Georgia, where he manages a staff of 40 who are responsible for supporting water production, water reclamation, distribution/collection system, stormwater utility operations, and management of its Capital Improvements Program. A graduate of the University of Michigan, Moy has more than 35 years of experience in civil engineering design and construction management for municipal, industrial, and federal/military clients. His work history includes water/wastewater plant design, pipeline design and condition assessment, design-build construction, hydraulic modeling, infrastructure asset management, and master planning. While at CCWA, his major projects have included coordination of a Metro North Georgia Water Planning District audit, stormwater inventory, floodplain mapping, master lift station design and construction including tunneling and additional trenchless crossings of federal interstates, development of a pipeline asset management program, and project management of a 10-year Master Plan. Executive committee chair of ASCE’s Pipeline Division, Moy has published and/or presented more than 20 papers and contributed to 5 ASCE Manuals of Practice.
